  • Launched an employee funded "Lifetime Income" program for non-pension employees
    • At retirement, employees may choose to convert all or some of their 401(a) and 457(b) accounts into a predictable monthly income stream.
    • Updated employee benefits to remain competitive for recruitment and retention, while maintaining budget discipline and fiscal responsibility.
    • Successfully negotiated a three-year contract with all union employees.

Performance Measure

Develop the recruitment plan by December 2028

Status

Police

  • The hiring process has been streamlined, allowing applicants to interview more quickly, receive clearer information, and move through the process more efficiently.
  • With the support of a state grant, the department is now able to send recruits through the police academy while paying them during training. This has proven to be a highly effective recruitment tool.

DPW

  • Proactively engages with organization aligned with their job specialties to expand and strengthen recruitment pipelines.

Human Resources

  • Continue to grow the Human Resources Department by:
    • Filling vacancies
    • Complete updating of hiring process
    • Maintain staffing levels

 

Status

Three community outreach programs have been developed to target local youth who might be interested in a career with Bloomfield Township:

  • Regional Youth Police Academy
  • Cable Sports Broadcasting Camp
  • Internship

Increase in grant funding

Status

Funding Received

  • Received additional funding for the Police Assistance Academy Program. As a result, the Police Department was able to send 15 cadets through the police academy.
  • In the State of Michigan FY26 Budget, a $1.5M grant is earmarked for Public Safety.
  • The Township received grant funds for Fire Turnout Gear from the State of Michigan. As a result, the Fire Department was able to replace 64 sets of turnout gear for $195,973.
  • The Fire Department received a grant for $55,425 from State Representative Steckloff which allowed the Fire Department to purchase:
    • An SCBA/equipment washing machine - $32,300
    • 65 Nomex hoods, 65 extrication gloves, 65 firefighting gloves and 10 suspenders - $18,875
  • Senior Services received a Chore Grant for $250,000 which allowed them to establish the Community Chore Program.
  • Senior Services received an Exhale Grant for $32,980 which helps them offer several caregiver services.
  • The Information Technology Department received a grant for $23,000 through the State and Local Cybersecurity Grant Program (SLGCP) for cybersecurity software.
  • The Engineering and Environmental Services Department received a Transportation Alternatives Program (TAP) Grant in the amount of $1,427,429 from Southeast Michigan Council of Governments (SEMCOG) to help fund the safety path project along Telegraph Road between Golf Drive to the north and Mall Drive to the south.
  • $153,088.46 in funding remains from the American Rescue Plan Act (ARPA), which will continue to be spend on the document scanning until exhaustion. All other ARPA projects have been completed and paid for.
  • Will continue to seek funding from our State and Federal representatives.

Grant Funding We are Seeking For Upcoming Projects:

  • $15K for ADA compliance software, training and resources
  • $50K for Police body cameras
  • $45K for Police taser replacement
  • Adult Day Services
  • Balance training, Parkinson's care and Friendship Club
  • $38K for .gov migration
  • $12K for additional cybersecurity training
  • $4K from Michigan Department of Agricultural and Rural Development for Animal Shelter sterilization funding

Outcomes

  • Maintain regional leader status in public service delivery.
  • Partnerships are developed with other service providers and the community participates and is informed.
  • A Human Resources and Performance Management Program is established.
